OUTCOME
HB 243, dead for the session, was defeated on the floor of the Senate by a 14-16 after passing the House by a vote of 43-17.

HB 243: Prescription Drug Advisory Committee
2001 General Session
Sponsor: Representatives Johnson, L., Meyer & Ross and Senators Boggs, Hanes & Job

HB 243 created a prescription drug advisory committee to develop recommendations for legislative proposals to lower prescription drug costs for Wyoming citizens
The committee was to review the costs of prescription drugs in Wyoming, and to evaluate alternatives to reduce prescription drug costs. After developing its recommendations for legislative proposals, the committee was to report to the Joint Labor, Health and Social Services Interim Committee by October 1, 2001.
The bill carried an appropriation of $20,000 for its implementation.
Proponents of HB 243 noted that the cost of prescription drugs continually increases, and many low-income citizens find it increasingly difficult to pay for their prescription medicines. They also pointed out that projected increases in drug costs will significantly impact the Wyoming Department of Health's budget, which provides prescription drug benefits for certain low-income citizens and Medicaid patients.
Opponents argued that there was no need to intervene and that the free market should be allowed to work. They also maintained that the Joint Labor, Health and Social Services Interim Committee could accomplish the same work. (To date, that Interim Committee has produced no report or recommendations on this issue.)
HB 243 passed the House, 43-17, but failed in the Senate, 14-16.
The votes listed below are the House and Senate votes on Third Reading (final passage) of HB 243.
A YES vote means the legislator supported establishing a short-term committee to develop legislative proposals that would reduce prescription drug costs for Wyoming citizens.
A NO vote means the legislator did not support setting up this committee.
