      The House Appropriations Committee tabled the bills that would have provided salary increases to both teachers and state employees, and instead of dealing with the issues of salaries increases for legislators and statewide-elected officials and judges in separate bills, decided to also work these issues as a part of HB 1/SF 1, the supplemental appropriations bills (the 2001 General Sessions general appropriations bills). Even though both HB 109, legislative pay, and HB 191, state officials salary, passed out of the House Appropriations Committee onto the floor of the House on 5-2 votes (For: Representatives Baker, Burns, Jones, Philp and Tipton / Against: Representatives Reese and Sadler), many legislators felt as a matter of equity that these two bills should die in the House without a vote so these issues could also be dealt with through House and Senate floor amendments to HB 1/SJ 1.
      In the final analysis, HB 109 and HB 191 did not come up for a vote on First Reading in the House, and the members of the House and Senate ultimately decided not to salaries increases for legislators or statewide-elected officials and judges in HB 1/SF 1, the supplemental appropriations bills.
      * HB 109, legislator salaries: would have increased legislators' salaries by 20% in 2003.
      * HB 191, statewide elected officials and judges salaries: would have increased upper echelon Executive Branch state employees salaries with increases ranging from 17-19%.
