HB 211: State Lottery

Though HB 211 seemed primarily intended to position Wyoming to join the multi-state Powerball lottery game, the bill also proposed establishment of a lottery state agency with broad powers to operate a variety of lottery gaming in Wyoming.
     
HB 211 came primarily from business interests in Cheyenne who would like to take gaming business away from Colorado.
     
Proponents argued that Wyoming could collect an estimated $3.5 million annually that would otherwise in some lesser amount be spent on lottery activities in other states.
     
In an effort to win support for the bill, HB 211 dedicated revenues to a popular need in Wyoming, school capital construction.
     
Opponents argued that the lottery is a regressive tax, which falls most heavily upon those who can least afford it.
     
Opponents also pointed out that gambling is the fastest-growing form of addiction in the United States and effective programs to deal with gambling addiction are almost non-existent, particularly in a small state like Wyoming.
     
The House defeated HB 211 in a close vote on Third Reading (final passage), 27-33.

A YES vote means the representative favored establishing some form of state lottery in Wyoming.
     
A NO vote means the representative opposed a state lottery.
