      HB 184 proposed amending Wyoming's Open Meetings Law to state that if a public meeting goes into executive session (allowed for specific purposes, such as discussion of personnel, property purchases, or litigation), minutes need not be kept for the executive session.
      Proponents argued that since the discussion in executive session is supposed to be secret, there should not be minutes that could be leaked or brought out in litigation.
      Opponents argued that minutes of the public's business always should be kept, and could be released (if appropriate) after the action contemplated in executive session is completed - for example, after the purchase of a piece of property, or after a lawsuit is concluded.
      HB 184 passed the House, 39-19, with two members excused. It was then tabled in the Senate Corporations, Elections and Political Subdivisions Committee.
      The vote listed below is the House Third Reading (final passage) vote.
      A YES vote means the representative supported allowing the executive sessions of public meetings to be held without recorded minutes.
      A NO vote means the representative opposed allowing the executive sessions of public meetings to be held without recorded minutes.
