SF 13: Same Sex Marriages
2007 General Session

Sponsor: Sen. Gerald Geis (R-S20, Worland); co-sponsor Rep. Owen Petersen (R-H19, Mountain View)

SF 13 would have specified that marriages between persons of the same sex would not be recognized as valid in Wyoming. Currently, all marriages that are legally contracted outside of the state are recognized as legal and valid in Wyoming, but SF 13 would have created an exception to that statute for same-sex marriages.

Opponents of SF 13 argued that it would codify discrimination. They also noted that since Wyoming generally is not perceived to be a welcoming destination for married couples of the same sex, people who are worried about same-sex married couples moving here are worrying about a non-existent problem.

Proponents wanted to send a message that Wyoming only supports traditional family structure and marriage.

The Senate Judiciary Committee passed SF 13, 3-2. Senators Bruce Burns (R-S21, Sheridan), Drew Perkins (R-S29, Casper) and Tony Ross (R-S4, Cheyenne) voted in favor of the bill. Senators Ken Decaria (D-S15, Evanston) and Kathryn Sessions (D-S7, Cheyenne) voted against it.

The full Senate passed SF 13, 21-8 (1 excused). SF 13 died in the House Rules Committee, on a 6-7 vote. Representatives Deborah Alden (R-H3, Wheatland), Pete Anderson (R-H10, Pine Bluffs), Edward Buchanan (R-H4, Torrington), Pete Illoway (R-H42, Cheyenne), Frank Philp (R-H34, Shoshoni) and Colin Simpson (R-H24, Cody) voted in favor of SF 13. Representatives Roy Cohee (R-H35, Casper), Ross Dierks (D-H2, Lusk), Debbie Hammons (D-H27, Worland), Jack Landon (R-H30, Sheridan), Tom Lubnau (R-H31, Gillette), Marty Martin (D-H48, Rock Springs) and Bill Thompson (D-H60, Green River) voted against it.

The votes listed below are the Senate third reading (final passage) votes. A YES vote means the senator wanted to specify that legal marriages performed in another state between persons of the same sex would not be recognized as valid in Wyoming. A NO vote means the senator did not support this statutory change.
