HR 0003: Legislative Rules Amendment Sponsor: Rep. Alan Jones (R-H25, Powell) Each year, the Legislature begins by operating under the rules that governed the previous legislative session. Each chamber has one week to amend its rules and then adopt them as the rules that will govern the remainder of the current session. HR 0003, proposed by Rep. Alan Jones (R-H25, Powell), amended the House rules to require the House to record votes on any amendment to a bill that changes its appropriation. The Senate adopted this rule in 2006. The Equality State Policy Center strongly supported the proposed amendment to House rules, noting that decisions about appropriations can make or break a program. They may be among the most controversial issues of a session, so roll call votes are essential to ensure accountability. The House unanimously voted to accept this rules change. |
