HB 107: Home Owner’s Tax Credit – County Option
2007 General Session

Sponsor: Rep. Monte Olsen (R-H22, Daniel); Co-sponsors Rep. Kathy Davison (R-H20, Kemmerer), Jerry Iekel (R-H29, Sheridan), Dan Zwonitzer (R-H43, Cheyenne) and Sens. Pat Aullman (R-S16, Thayne), Stan Cooper (R-S14, Kemmerer)

HB 107 would have authorized an optional homeowner’s tax credit at the county level.

Under current statute, residents who meet income and asset criteria may qualify for an annual credit against state property tax on their homes. HB 107 would have permitted county commissioners to extend additional property tax credits to qualified county residents if they so chose.

Supporters of HB 107 wanted to provide additional property tax relief to homeowners, to offset their general tax burden.

Opponents noted that HB 107 would do nothing to help Wyoming’s poorest residents who don’t own homes or property. They argued that only the wealthiest counties would be able to afford additional county-based property tax reductions, and they objected to potentially unequal taxation of Wyoming citizens based on geography.

HB 107 died without a vote after it was indefinitely postponed by the House Revenue Committee.
