HB 106: School Bus Seat Belts Sponsor: Rep. Kathy Davison (R-H20, Kemmerer); co-sponsors Reps. Marty Martin (D-H48, Rock Springs), Del McOmie (R-H54, Lander), Bill Thompson (D-H60, Green River) and Sen. Kathryn Sessions (D-S7, Cheyenne) HB 106 would have required school buses to have seat belts, and would have required the driver and passengers to wear a fastened seat belt when the bus is in motion. Currently, school buses are exempt from seat belt laws in Wyoming. It would have cost an estimated $11.9 million to retrofit Wyoming’s current school bus fleet with seats that have seat belts, and would have cost about $2.9 million in each of the following two years in increased new bus costs. Proponents argued for increased safety of children. Opponents argued against the additional cost and time it would take to get students settled and buckled in. HB 106 died without a vote when the House Transportation and Highways Committee chose not to hear the bill. |
