HB 28: Elections – Payroll Deductions Sponsor: Pete Illoway (R-H42, Cheyenne); co-sponsors Reps. Keith Gingery (R-H23, Jackson), Marty Martin (D-H48, Rock Springs) Del McOmie (R-H54, Lander) and Sens. Wayne Johnson (R-S6, Cheyenne), Curt Meier (R-S3, LaGrange), Jayne Mockler (D-S8, Cheyenne) HB 28 would have repealed a state statute that restricts automatic payroll deductions for campaign contributions. Under current statutes, campaign contributions by automatic payroll deduction are only permitted with annual affirmative consent of the employee, in writing. HB 28 would have dropped the requirement for annual sign-up. Employees would still have been required to initially sign up for these automatic payroll deductions, but would not have had to reaffirm their participation every year. The House passed HB 28, 57-1 (2 excused). Representative Jack Landon (R-H30, Sheridan) cast the only vote against the bill, while Representatives Deborah Alden (R-H3, Wheatland) and David Miller (R-H55, Riverton) were excused from the vote. HB 28 was introduced in the Senate, but it was not referred to a committee and so died without further action. |
