The board of directors of the Equality State Policy Center has adopted an ambitious program
of work that incorporates the ESPC's public policy priorities for 2000-2001. With your
support, the ESPC will lead the effort to change the way the business of public policy
is conducted in Wyoming.
The Wyoming LAP* Book
The ESPC will add information, improve the design, increase distribution and establish
the Wyoming LAP* Book as the standard reference for legislators, lobbyists, media,
and citizen activists on campaign finance and legislative voting records in Wyoming.
State Government Accountability Policy
The ESPC will lead efforts to strengthen Wyoming's weak government ethics and
lobbyist disclosure laws to break the cycle of lobbyists lavishing substantial
expenses on legislators and legislators paying back these favors by introducing and
voting for special interest legislation.
Citizen Activist Training
The ESPC will serve as the primary source for citizen activist workshops, training
and mentoring in Wyoming by expanding its curriculum and offerings.
Tax Policy and Accountability
The ESPC will represent the average Wyoming taxpayer on state tax policy
and tax system accountability and work to make Wyoming's tax system fairer
and more efficient. The ESPC will also educate the public and create a
statewide debate on the efforts to shift industry taxes onto citizen taxpayers
and to balance the state's budget on the backs of local governments
and local taxpayers.
Clean Money Campaign Reform
Clean Money Campaign Reform, aimed at cutting the direct connection
between candidates and special interest contributors (both PACs
and individuals), has now been adopted in 4 states and 33 other states
are working toward similar reform.
Non-Profit Organization Resources
The ESPC has developed an inventory of information and list of resources
to assist non-profit organizations in Wyoming with administrative issues
and legal requirements.
